Basement conversions are the most technically complex and expensive residential project type in London. But in a city where space is scarce and property values are high, a well-executed basement can add substantial floor area and value in a way that above-ground extensions cannot match.

Types of Basement Projects

Conversion of existing lower-ground floor. Some London properties — particularly in hilly areas or on sloped sites — have a lower-ground floor that is partially below ground level. Converting this to a properly habitable, waterproofed, and compliant space is the simplest form of basement project. It avoids excavation and significantly reduces structural complexity.

Conversion of an existing cellar. Many Victorian properties have cellar spaces that were never designed to be habitable — low head height, damp, uninsulated. Converting a cellar to habitable use requires waterproofing (typically tanking or a cavity drain membrane system), insulation, ventilation, appropriate floor drainage, a compliant means of escape, and sometimes lowering the floor to achieve adequate head height. This is less expensive than a new basement but still involves significant specialist work.

New basement excavation. Creating a new basement beneath an existing building — or extending beneath the garden — is the most complex and expensive option. It requires underpinning the existing foundations, excavating and constructing a new subterranean structure, waterproofing the shell, and installing appropriate drainage and ventilation. This can take 6–12 months for construction alone and requires detailed structural engineering, a specialist basement contractor, and significant temporary works.

Planning Permission for Basement Conversions

Most basement works require planning permission, and several London boroughs have introduced policies specifically restricting residential basement development in response to high-profile flooding, structural damage to neighbouring properties, and community amenity concerns. The Royal Borough of Kensington and Chelsea, Westminster, Camden, and others have policies limiting the depth, footprint, and number of basement storeys permitted.

Before commissioning any basement design, check your specific borough's adopted policies on subterranean development. This will determine the scope of what's likely to be achievable before significant design fees are committed.

Structural and Waterproofing Considerations

Basement projects require a specialist structural engineer with specific basement experience — not the same as a general residential structural engineer. The proximity of neighbouring foundations, the groundwater position, and the structural loads during excavation and construction all require specialist assessment and design.

Waterproofing is the other critical specialist element. BSEN 8102 (Code of Practice for Protection of Below Ground Structures Against Water from the Ground) defines three grades of waterproofing and the appropriate system for each. Residential habitable basements require Grade 3 protection — a completely dry environment. The appropriate system depends on ground conditions, water table position, and the required internal specification.
