It is not a mandatory step, but for complex projects it can save significant time and money by identifying concerns early and allowing you to refine the scheme before the formal process begins.
Most local authorities in England offer a pre-application advice service, usually for a fee that varies by the scale and type of development proposed. For a household extension the fee is typically modest, perhaps fifty to two hundred pounds. For larger residential or commercial schemes the fee can be several thousand pounds.
The process involves submitting a brief description of your proposal along with any sketch drawings, site plans, and relevant supporting information. The planning officer then reviews the proposal against local planning policies and provides written feedback, often within four to eight weeks. This feedback is informal and not legally binding, but it gives you a clear picture of how a formal application is likely to be viewed and what changes might improve its prospects.
The benefits of pre-application advice are most significant when your proposal is near a boundary of what policy allows, when the design is unusual or has heritage implications, when the site is constrained by ecology or drainage, or when you are considering a large extension that may impact neighbouring amenity. In these situations, early dialogue with the planning officer can prevent you from spending thousands on full architectural and structural drawings for a scheme that would not receive planning consent in its current form.
For straightforward extensions within permitted development limits, pre-application advice is generally unnecessary. If your proposal clearly falls within permitted development parameters and does not require planning permission at all, there is no planning decision to seek informal guidance on.
For larger residential schemes such as new dwellings, conversions of commercial buildings, or significant extensions to listed buildings, pre-application advice is strongly recommended. The feedback received can help shape the scheme, identify what additional information will be required, and in some cases unlock a more collaborative relationship with the planning authority.
