Garage Conversion in London: Planning, Building Regulations and What's Actually Involved
A garage conversion is often described as the most straightforward way to add usable living space to a home in London. In many cases that is true — but 'straightforward' is not the same as 'simple', and the number of garage conversions that are either poorly specified or non-compliant with Building Regulations is significant.
Here is an honest overview of what is involved: planning, compliance, structure, and the practical scope of work.
Does It Need Planning Permission?
For most attached or integral garages in England, converting to habitable use does not require planning permission. The property remains a single dwelling (Use Class C3), and the change is internal. Permitted development rights cover it in most cases.
However, there are situations where planning permission is required:
- The property is in an Article 4 area or a conservation area with restrictions that remove permitted development rights from garage alterations.
- The garage is a detached structure, which may be classed as an outbuilding requiring consent for a change of use or material alteration.
- The house has previously used permitted development allowances on other extensions, which may limit further changes.
- The local authority has applied specific conditions on the original planning consent.
If you are in any doubt, a pre-application enquiry to your LPA or a Lawful Development Certificate application will give you certainty before the work begins.
Building Regulations: Always Required
Planning permission and Building Regulations are entirely separate. Even where planning is not required, a garage conversion must comply with Building Regulations — there are no exceptions.
The key elements that must be addressed are:
Floor: Garage floors are typically uninsulated concrete slabs with no damp-proof membrane. To achieve the required thermal performance and resist rising damp, the floor must be built up with a damp-proof membrane, typically 100mm of rigid insulation, and a sand and cement screed or structural topping. This adds height to the floor level — which needs to be accounted for in the design, particularly at thresholds connecting to the main dwelling.
Walls: Walls need to achieve the required U-value. This is usually addressed with internal insulated studwork or, for cavity walls, cavity fill combined with additional internal lining. External render systems are another option for certain wall types.
Ventilation: Converting a garage to a habitable room introduces specific ventilation requirements — both background ventilation (trickle vents or equivalent) and purge ventilation (openable windows). A room without adequate ventilation will not achieve Building Control sign-off.
Fire: Where the conversion involves a wall shared with another property, fire resistance requirements apply. Any internal door connecting the garage to the main house may need to be upgraded to a fire door — this is commonly overlooked and commonly flagged by inspectors.
Structural openings: The original garage door opening, whether it is being infilled with a window, a door and window combination, or a full wall, must be assessed structurally. The lintel or beam over the existing opening must be checked against the new loading conditions.
M&E: Electrical first fix for lighting and sockets, heating connection or underfloor heating, and any data or AV provision.
What the Finished Scope Typically Looks Like
A well-specified garage conversion scope includes: strip-out of the existing garage door, structural assessment and infill of the opening, new window and door or full infill wall, damp-proof membrane and insulated floor build-up with screed, insulated wall lining, plastered and decorated finish, electrical first fix and second fix, and heating connection. If a toilet or utility function is being added, drainage connection is also in scope.
One Important Planning Distinction
If the conversion includes fully self-contained facilities — separate kitchen, separate bathroom, independent access — this changes the planning classification. An ancillary dwelling or "granny flat" has different planning requirements from a standard habitable room. This is a distinction worth clarifying with your architect or planning consultant before the design is fixed.
