Basement Conversion Planning in London: What You Need to Know

What Is a Basement Conversion?

A basement conversion transforms an existing cellar or creates new below-ground space into habitable accommodation. In London, typical basement projects include:

  • Conversion of an existing Victorian cellar into a habitable room (bedroom, cinema room, gym, or utility)
  • Lowering the existing cellar floor to achieve adequate headroom
  • Lateral extension under the garden or rear of the property
  • Full excavation under the main house footprint where no existing cellar exists

Planning Permission

When Planning Permission Is Required

In 2019, Permitted Development rights for basement extensions were significantly tightened in many London boroughs following public concern about "mega-basements" and their impact on the streetscape and structural stability of neighbouring properties.

The current position:

  • A basement conversion of an existing cellar that does not extend the footprint may be permitted development (no planning permission required) in some cases, but this varies by borough
  • Any new excavation extending the footprint under the garden or adjacent land almost certainly requires planning permission
  • In Conservation Areas and for listed buildings, planning permission or Listed Building Consent is almost always required for basement works

Do not assume permitted development applies. Contact the local planning authority's duty planner or seek pre-application advice before proceeding.

Planning Considerations

Planning applications for basements are assessed against:

  • Impact on neighbouring properties (structural risk from excavation, overshadowing light wells)
  • Flood risk (basements in flood zones require flood risk assessment)
  • Impact on the external character of the property (light wells, access)
  • Sustainability requirements (some boroughs require specific drainage measures)

Structural Requirements

Basement conversions are structurally complex projects. Key structural elements include:

Underpinning

If the existing foundations are at shallow depth (typical of Victorian properties on London Clay), underpinning is required to lower the floor level. The existing foundations must be deepened before the floor is excavated.

Underpinning must be carried out sequentially — typically in "hits" of no more than one-third of any wall at a time — to prevent destabilisation of the structure above.

Retaining Walls

The new below-ground walls must resist lateral earth and water pressure. Options include:

  • Reinforced in-situ concrete: Cast in formwork, very robust
  • Masonry with reinforced concrete backing: Sometimes used for smaller projects
  • King post or contiguous pile walls: For larger excavations or where adjacent structures are close

Structural Engineer

A specialist structural engineer with basement experience is essential. Their calculations must be approved by Building Control before work starts.

Party Wall Considerations

Any excavation within 3 metres of a neighbouring building (or within 6 metres for deep excavations) triggers an Adjacent Excavation Notice under the Party Wall etc. Act 1996. The neighbour is entitled to appoint their own surveyor (at your cost) to safeguard their interests.

In terraced properties, party wall surveyors will typically require a pre-construction schedule of condition of the neighbouring property and ongoing monitoring during construction.

Waterproofing

As described in our separate guide, below-ground habitable space requires a waterproofing system designed to BS 8102. For a basement conversion, a Type C drained cavity system (with sump pump) is the most common solution — it manages water ingress rather than fully blocking it.

A specialist waterproofing contractor, with appropriate product and workmanship warranties, should be engaged for this work.

Headroom Requirements

Building Regulations require a minimum ceiling height of 2.1m for habitable rooms. Most Victorian cellars have less than 2.0m — often as little as 1.5–1.8m. Achieving adequate headroom requires either:

  • Floor lowering: Excavating the cellar floor down — typically 300–600mm — to achieve the required height. This requires new foundations and drainage.
  • Ceiling raising: For cellars under solid concrete floors, the ceiling can sometimes be exposed (removing floor finishes above) to reveal additional height.

Drainage

If the basement is below the level of the public sewer, drainage cannot flow by gravity. A sewage pump (macerator or submersible pump) is required for WC and waste connections.

All drainage modifications require Building Regulations approval and, if the public sewer is nearby, Thames Water consultation.

Light Wells and Natural Light

Habitable rooms (bedrooms, living rooms) require natural light and ventilation. For a basement, this is typically achieved through:

  • A rear light well: Excavation of the rear garden to create a light well behind the rear wall of the basement
  • Front light wells: Often restricted in Conservation Areas
  • Rooflights at pavement level: Structural glazing panels set into the pavement (requires highway authority consent if public pavement)
