How to Read a Contractor's Scope of Works

One of the most common causes of post-contract disputes in residential construction is also one of the most avoidable: a homeowner signs a contractor's quote without reading the scope of works carefully, assumes something is included, and then discovers — midway through the project — that it was never there.

Understanding what you are signing is not a technical skill. It is a reading discipline. Here is what to look for.

What a Scope of Works Actually Is

A scope of works is a written description of exactly what the contractor is agreeing to do for the agreed price. It is different from a quote (which is just a price), different from a specification (which describes quality standards for materials and workmanship), and different from a programme (which describes the sequence and timing of the work). Ideally, a well-prepared contractor produces a document that combines all three — scope, specification, and pricing — so you have a single reference point.

The scope defines the contractual boundaries. What is in the scope is what the contractor will deliver. What is not in the scope is excluded — regardless of whether you assumed it would be covered. This is the point that causes the most disputes.

What a Residential Scope Should Contain

Demolition and strip-out. This section should specify exactly what is being removed — which walls, ceilings, floors, fixtures, or external structures — and what happens to the resulting waste. Skip hire and tip runs are costs that need to be either included or explicitly excluded.

Structural works. Any structural element — steel beams, padstones, propping, underpinning, or new foundations — should be described with reference to the structural engineer's drawings and beam schedule. A scope that describes structural work without referencing an engineer's specification is incomplete.

First fix. This covers the plumbing, electrical, and timber work carried out before walls are plastered — routes, positions, and quantities. For electrical work, the scope should reference compliance with BS 7671 (the IET Wiring Regulations) and note that a Part P Building Regulations notification or an EICR will be issued on completion.

Insulation and airtightness. Which parts of the building are being insulated, to what specification, and by which method. Thermal performance is a Building Regulations requirement — the scope should confirm how compliance is being achieved.

Plastering and dry-lining. What is being skimmed, boarded, or dry-lined, and to what standard. Where ceilings are being lowered or walls are being built new, the materials and fixing method should be specified.

Second fix. This covers skirting boards, architraves, doors, ironmongery, sanitaryware, kitchen installation, and all fitted elements installed after plastering is complete. This is the section where material supply responsibilities matter most — see below.

Decoration. How many coats, to what surface preparation standard, and who supplies the paint. If the scope says "two coats" but does not specify a primer coat, the finish may not be what you expected.

External works. If drainage, paving, landscaping, or boundary treatments are included, they need to be described. If they are not mentioned, they are excluded.

Compliance items. The scope should confirm that smoke alarms, carbon monoxide detectors, electrical certification, and any other statutory requirements will be addressed and that relevant inspections or sign-offs will be obtained.

Exclusions. A properly prepared scope explicitly states what is not included. If a scope does not have an exclusions section, you should request one before signing.

The Red Flags

Vague phrases like "as required," "to be agreed," or "subject to survey" without any further qualification are warning signs. They indicate that scope and price have not been properly defined, which means you do not know what you are buying.

No mention of who supplies second-fix materials is another common problem. If the scope does not say, assume nothing. The absence of a structural engineer reference for any structural work, no mention of the Building Regulations route (Full Plans or Building Notice), and no description of the variations procedure are all indicators that the document has not been properly prepared.

How to Use the Scope Properly

Read the scope against what you actually want the project to deliver. Draw up your own list of expected outcomes and check each one against the document. If something you expect to see is absent, ask for it to be added in writing before you sign. Assume anything not mentioned is excluded and price accordingly.
