Basement conversions are among the most complex residential projects in London. They command premium prices precisely because they require specialist structural engineering, waterproofing, and ground works that other projects do not. This guide provides an honest overview of what is involved, what it costs, and what risks need to be managed.

Types of Basement Project in London

Existing cellar conversion: Many Victorian and Edwardian London properties have an existing cellar — typically accessed from the kitchen, with low ceiling height (often 1.8–2.0m) and earthen or concrete floors. Converting this to habitable space requires underpinning to increase headroom, structural waterproofing, and all the services of a new room.

Basement extension (dig-out under existing footprint): Where no cellar exists, excavating under the existing house to create a basement. Requires underpinning of all foundations, temporary support of the existing structure, and significant temporary works management.

Basement with rear lightwell: A lightwell cut into the rear garden to provide natural light and (sometimes) a direct exit from the basement. Transforms a dark underground space but requires planning permission and structural support.

Combined basement and rear extension: Where the rear extension is built over a new basement, combining two projects. Can be economically efficient if both are planned together.

The Structural Engineering Challenge

A basement conversion in London involves three structural challenges that do not arise in other project types:

Underpinning: The foundations of an existing house are designed to sit at a certain depth. To increase headroom beneath the existing foundation level, the foundations must be deepened — this is underpinning. It is typically done in sequential sections (known as bays), each one excavated, concreted, and allowed to cure before the next is started. This process is slow and must be managed carefully to avoid differential settlement.

Temporary works: While sections of foundation are exposed and being replaced, the structure above must be temporarily supported. This requires careful design and close monitoring.

Ground conditions: London clay is the dominant soil type across much of inner London. It has particular characteristics: high plasticity, significant shrinkage in dry conditions (causing seasonal movement), and reasonable bearing capacity when undisturbed. The presence of underground water, old drainage, or nearby foundations (including neighbour foundations and public sewer runs) significantly complicates basement construction.

Waterproofing: The Critical Decision

Basement waterproofing in London must be designed and installed to BS 8102:2022 (Code of Practice for Protection of Below-Ground Structures Against Water from the Ground). There are three approaches:

Type A — Barrier protection: Waterproof membranes (sheet or coating) applied to the external face of the structure. Effective if applied correctly but requires excavation around the entire structure to apply externally. Alternatively applied internally (tanking) — effective but entirely reliant on adhesion.

Type B — Structurally integral: A waterproof concrete (WC) structure that resists water penetration through its density and impermeability. Used for new-build basements; less applicable to conversions of existing cellars.

Type C — Drained protection (cavity drain membrane): A studded plastic membrane is applied to the internal face of the walls and floor, creating a cavity behind it. Any water that penetrates the structure is channelled to a sump pump. The most commonly used approach for London basement conversions in existing properties.

Most London basement conversions use Type C alone or a combination of Type A + C. Type C alone is lower risk in terms of installation quality (it manages water rather than attempting to stop it) but requires an operational sump pump that must be maintained.

Planning Permission

Basement conversions in London are subject to increasing planning scrutiny. Most London boroughs now have policies that require planning permission for basements (or lightwell excavation), in response to concerns about:

  • Impact on street character (lightwells and external staircases visible from street)
  • Flooding risk (increased impermeable areas in flood-risk zones)
  • Impact on tree root systems
  • Neighbour amenity impacts

Some boroughs (Kensington & Chelsea, Westminster, and Camden in particular) have specific basement policies with additional requirements. Always check with your local planning authority before committing to a basement conversion.

In London's highest-value locations, basements add significant value — a new basement room in SW3 or W8 can add more value than it costs. In lower-value locations, the economics are less clear.

The honest test: if the total cost (including contingency and professional fees) divided by the floor area created is higher than the local value per square metre, the project may not add net value. Always run this calculation before committing.
