Winter Building Works in London: What Changes and What to Plan For

London construction projects run through the winter — site closure for months at a time is not normal practice for residential work. But winter does bring specific challenges that affect programme, cost, and quality if not planned for. This guide covers what changes in winter and how to manage it.

What the London Winter Means for Construction

London's winters are mild by UK standards — hard frosts are infrequent, deep snow is rare, and prolonged freezing is exceptional. But the combination of short days, persistent damp, low temperatures (typically 2–10°C through December to February), and frequent rain creates genuine construction challenges:

  • Mortar and concrete: Cannot be placed when temperatures are below or likely to fall below 3°C during the curing period
  • Plaster: Dries much more slowly in cold, damp conditions — drying times can extend by 50–100%
  • Timber: More susceptible to moisture absorption if exposed during a wet winter — warping, swelling, and staining
  • External works: Groundworks, brickwork, and roofing all face weather-related delays and quality risks
  • Daylight: Shorter days mean fewer productive working hours for exterior works that require good visibility
  • Scaffold and working at height: Wet and frosty surfaces increase risk — scaffold boards require anti-slip covers and working hours may be restricted in the worst conditions

Works That Are More Affected by Winter

External brickwork and masonry: Mortar sets more slowly below 5°C and is damaged if frozen before curing. Protection with frost cloth and temporary hoarding is required. In prolonged cold spells, the bricklayer may need to stop work until temperatures recover. This is the highest-risk scope for winter delay in a typical London extension.

Foundations and concrete: Concrete should not be placed when air or ground temperature is below 3°C without protective measures (heated mixing water, insulating blankets). Most London groundworks contractors manage this, but it adds complexity and occasional delay.

Roofing: Torch-on felt requires warm conditions for proper adhesion. GRP and EPDM can be applied in cold conditions but cure slowly. Pitched roof tile work can continue in winter but is weather-dependent.

External render: Should not be applied in frosty conditions. Render applied in cold, damp conditions takes longer to cure and is more vulnerable to frost damage before it sets.

Painting and external decoration: Should not be applied at temperatures below 5°C for most paints. Exterior decoration is typically the last element of a project and is usually weather-sensitive.

Works That Are Largely Unaffected by Winter

Internal works: First and second fix carpentry, electrical and plumbing first and second fix, plastering (once the building is weather-tight and heated), kitchen and bathroom installation, tiling, and all internal decoration proceed through winter without significant disruption — as long as the building is heated to appropriate temperatures.

Structural steelwork: Steel installation is not significantly affected by winter temperatures.

Demolition and strip-out: Unaffected by weather (the building is being opened up, not closed).

Planning and pre-construction: No weather impact. RCB often uses winter months productively for planning applications, structural engineering, and Building Regulations submissions on projects that will start on site in spring.

Implications for Programme

A programme that assumes summer productivity rates for winter external works will underrun. In practice, a London extension that begins groundworks in October should allow:

  • 10–20% additional time on external masonry
  • 20–30% additional drying time for plaster
  • Contingency for weather days (typically 1–2 days per week of external work in a wet winter period)

This typically adds two to four weeks to a standard single-storey extension programme if the external structure falls in December–January.

Implications for Cost

Winter-specific cost additions include:

  • Temporary heating of the working area once the building is weather-tight (propane or electric space heaters, fuel cost — typically £200–£600/month for a standard extension)
  • Frost protection for masonry (frost blankets, additional supervision)
  • Potentially more expensive scaffold hire if the programme extends
  • Increased drying costs for plaster (dehumidifiers and extended drying period)

These are not reasons to avoid winter starts — they are factors to plan and budget for.

Starting in Winter: Pros and Cons

Pros:

  • Contractor availability can be better in winter (some projects are deferred, reducing competition for good trades)
  • Client-side disruption during the external works phase may be preferable in winter when garden use is minimal
  • Completion in spring or early summer when the extension can be immediately enjoyed

Cons:

  • Structural and external work phases are more weather-dependent and more expensive
  • Damp and cold extend plaster drying times and can affect material quality if not managed
  • Shorter daylight hours reduce productive working time outdoors
