Flat Roof Replacement in London: Materials, Costs, and What to Expect
Flat roofs are common across London — on Victorian bay windows, rear additions, garage roofs, and modern extensions. They also fail more often than pitched roofs, and replacing them is one of the most common reactive maintenance jobs in the capital. This guide covers the modern replacement options, what they cost, and how to approach a replacement project.
Why Flat Roofs Fail
A traditional built-up felt flat roof has a lifespan of fifteen to twenty years. In London's climate — with freeze-thaw cycles, prolonged damp, and UV degradation — many reach that limit faster, especially if the original specification was poor or the drainage is inadequate.
Common failure modes:
- Blistering: Pockets of gas trapped between felt layers expand and burst
- Cracking and splitting: UV degradation and thermal movement
- Ponding water: Poor falls mean water sits rather than draining, accelerating failure
- Lap joint failure: Seams between sheets open up under thermal movement
- Upstand failure: Where the roof meets vertical surfaces (parapets, walls), waterproofing is most stressed
A leaking flat roof is not just an inconvenience — prolonged water ingress causes timber rot, structural damage, and mould that can be expensive and disruptive to remediate.
Modern Flat Roof Systems
Three modern systems dominate the London market for replacement flat roofing:
GRP (Glass-Reinforced Plastic / Fibreglass)
GRP roofing is poured and cured in situ as a seamless fibreglass sheet. It has no joints or seams that can fail.
Advantages:
- Fully seamless — no joints means no lap failure
- Can be moulded around complex shapes and upstands
- Hard, durable surface
- 25-year manufacturer's guarantees available
- Excellent for small to medium areas
Disadvantages:
- More expensive than felt or EPDM in material terms
- Requires specialist installation
- Not ideal for very large flat roofs due to thermal movement constraints
- Can crack if the substrate deflects significantly
Typical cost: £80–£120/m² installed in London
EPDM (Ethylene Propylene Diene Monomer / Rubber Roofing)
A single-ply rubber membrane, typically 1.0–1.2mm thick, bonded or mechanically fixed to the deck.
Advantages:
- Excellent flexibility — accommodates thermal movement
- Very long lifespan (30–50 years in good conditions)
- Works well on large flat areas
- Relatively quick to install
- 20–30 year guarantees available
Disadvantages:
- Single ply — a puncture goes all the way through
- Aesthetics — dark grey rubber look not universally liked on bay windows and older properties
- Seams at joins and penetrations require careful detailing

Torch-On Felt (Modified Bitumen)
A modern evolution of traditional felt, using SBS or APP polymer-modified bitumen applied with a gas torch for proper bonding.
Advantages:
- Lower material cost
- Available with mineral granule finish for UV protection
- Familiar system for most roofing contractors
Disadvantages:
- Open-flame installation is a fire risk during works
- Shorter typical lifespan than GRP or EPDM (15–20 years)
- More joints than GRP

Single-Ply Membrane (TPO/PVC)
Used predominantly on large commercial or new-build residential flat roofs. Less common for small replacement jobs on domestic properties in London.
Cold Roof vs Warm Roof
The insulation position matters for longevity and compliance.
Cold roof: Insulation sits below the deck, with a ventilated air space above. Older systems were often built this way. Cold roofs are vulnerable to interstitial condensation (moisture forming within the construction) and are no longer recommended under Building Regulations for new-build or major replacement.
Warm roof: Insulation sits above the deck, below the waterproofing membrane. No cold air space, no interstitial condensation risk. Building Regulations Part L now effectively requires a warm roof specification for all replacement flat roofing.
Converting from a cold roof to a warm roof adds to the depth and cost of the build-up, but is required for compliance and significantly improves thermal performance.
The Replacement Process
- Strip existing covering: Remove old felt, chippings, or failed membrane down to the structural deck
- Deck inspection: Assess condition of existing decking (typically 18–22mm WBP plywood or OSB). Damaged boards must be replaced
- Drainage assessment: Check falls are adequate (minimum 1:80 recommended, 1:40 preferred) — tapered insulation boards can correct inadequate falls without changing the structure
- Insulation installation: PIR or EPS insulation boards to achieve required U-value (0.18 W/m²K is a common target for Part L compliance)
- New membrane installation: GRP, EPDM, or modified bitumen as specified
- Upstand and detailing: Critical for waterproofing performance at parapet walls, abutments, and pipe penetrations
- Final inspection: Flood test or visual inspection by installer and ideally by Building Control
Warranties and Guarantees
Always request a manufacturer's guarantee for the system (not just a workmanship guarantee). Reputable roofing contractors who are trained and certified by the membrane manufacturer can issue:
- GRP: 25-year system guarantee
- EPDM: 20–30-year system guarantee
- Modified bitumen: 10–15-year system guarantee
