Why HMOs Have Higher Fire Safety Standards
An HMO — defined broadly as a property occupied by three or more people from more than one household who share facilities — carries a higher fire risk than a single-occupancy dwelling because:
- Occupants may not know each other and may not alert one another in an emergency
- Common areas (corridors, stairs) create a shared escape route that must remain unobstructed
- Higher occupancy means more potential ignition sources
- Tenants may be more vulnerable (students, low-income households)
The regulatory framework reflects these risks.
HMO Licensing in London
Mandatory Licensing
Properties with five or more occupants from two or more households, sharing facilities, across three or more storeys require a mandatory HMO licence from the local housing authority. The licence sets out conditions including fire safety standards.
Additional and Selective Licensing
Many London boroughs have introduced additional licensing (covering smaller HMOs) and selective licensing (covering all rented properties in certain areas). Check your borough's licensing requirements — they vary significantly.
Fire Safety as a Licence Condition
Licence conditions typically specify:
- Grade and type of fire detection system
- Emergency lighting requirements
- Fire door specifications
- Means of escape requirements
- Firefighting equipment
- Inspection frequency
Fire Detection Requirements for HMOs
The fire detection standard for HMOs is set by BS 5839-6, which categorises detection systems by grade (equipment quality) and category (coverage extent).
Typical minimum for an HMO:
- Grade D, Category LD2: Mains-powered interlinked smoke alarms with battery backup in each room and in all circulation areas (hallways, landings, stairwells)
- For larger or higher-risk HMOs: Grade A, Category LD1 — a full addressable fire alarm panel with detection in all rooms and spaces

Heat Alarms vs. Smoke Alarms
- Smoke alarms are not appropriate in kitchens (too many false alarms). A heat alarm is used in kitchen areas.
- Multi-sensor alarms (combination heat/smoke) are increasingly used in open-plan kitchen/living areas.
- All alarms in an HMO should be interlinked — when one activates, all sound.
Fire Doors
All habitable room doors opening onto the means of escape in an HMO should be fire doors (typically FD30S — 30-minute fire resistance, smoke-sealed). Fire doors must:
- Close fully on self-closing hinges (no door wedges)
- Have intumescent seals and smoke seals
- Be certified and correctly installed with the correct ironmongery
Retrofitting fire doors in older HMOs is a significant cost. Frames may need replacing if not suitable for fire door installation, and careful measurement is needed on older Victorian properties where door openings are non-standard.
Emergency Lighting
Common areas — hallways, stairwells, and external escape routes — typically require emergency lighting (BS 5266-1) that activates when mains power fails. Modern LED emergency lighting fittings combine normal and emergency functions.
Means of Escape
Building Regulations Approved Document B and the Regulatory Reform (Fire Safety) Order 2005 both govern means of escape. For HMOs:
- Every bedroom should have a direct escape route to a protected staircase or to the open air
- Inner rooms (rooms that can only be accessed through another room) are not acceptable for sleeping accommodation in most HMOs
- Travel distances to the staircase should not exceed guidance thresholds (typically 7.5m for open corridors)
Where natural means of escape are not achievable, automatic fire suppression (sprinkler or mist systems) may be specified as an alternative or additional measure.
Sprinkler and Water Mist Systems
Automatic fire suppression systems are increasingly required for new HMOs and conversions:
- Sprinkler systems: BS 9251 residential sprinkler standard. A network of pressurised water pipes with heat-activated sprinkler heads. Each head activates independently — only the head nearest the fire activates, not the whole system.
- Water mist systems: Similar in principle but use much smaller water droplets at higher pressure, reducing water damage. BAFSA-approved systems are available.
In some London boroughs, sprinklers are now required as a condition of HMO licensing for certain property types.
