Project Handover in London Home Construction: Certificates, Warranties, and What to Check

A practical guide to project handover for London residential construction -- what documents and certificates you should receive at completion, what manufacturer warranties cover, what an O and M manual contains, and what to check before releasing final payment.

Project Handover in London Home Construction

Project handover is the formal process by which the contractor returns possession of the completed works to the client. It marks the end of the construction phase and the beginning of the client's occupation of the newly completed or refurbished space. A well-managed handover is not simply a key exchange -- it involves the transfer of a specific set of documentation, certifications, warranties, and information that the client will need to use, maintain, insure, and eventually sell the property.

This guide explains what a London homeowner should expect to receive at practical completion and project handover.

Building Control Completion Certificate

The Building Control completion certificate (or its equivalent under the Approved Inspector route) is the most important document associated with the structural and safety aspects of any notifiable building work. It confirms that the work has been inspected by Building Control and complies with the Building Regulations.

When is it issued? The completion certificate is issued by the Building Control body (either the local authority or a private approved inspector) following a final inspection. It is not issued automatically -- the contractor must request a final inspection, and Building Control must confirm that the work is satisfactory.

Why does it matter? The completion certificate is essential documentation for the property. When the property is subsequently sold, the buyer's solicitor will require confirmation that any notifiable works were properly approved under Building Regulations. An absence of a completion certificate can delay or derail a sale and may require a structural warranty or indemnity insurance as a substitute.

What if the certificate has not been issued at handover? On a well-managed project, the final Building Control inspection should be timed to coincide with practical completion. If it has not been issued at handover, confirm with the contractor the outstanding items that are preventing it and the expected timeline.

Planning Compliance and Section 36 Certificate

Where the works required planning permission, the homeowner should also confirm that the planning conditions (if any) have been discharged. Typical planning conditions that require discharge before occupation include:

  • Material sample approvals (where planning approval required samples of external materials to be agreed with the planning authority)
  • Drainage condition discharge
  • Archaeology conditions (rare for residential projects, but occasionally relevant in historic London areas)

Planning approval and Building Regulation approval are separate processes. Planning approval confirms the acceptability of the proposals in planning terms; Building Regulations approval confirms structural and safety compliance.

Structural Warranties and Specialist Certificates

Depending on the nature of the project, the client may also expect to receive:

Structural steel or beam calculations -- the structural engineer's calculations and drawings for any structural beams installed. These should be retained as evidence of structural adequacy.

Basement waterproofing warranty -- a 10-year guarantee from the specialist waterproofing subcontractor (if a cavity drain membrane or cementitious tanking system was installed). This is a standard deliverable from reputable waterproofing specialists.

New boiler installation certificate -- a Gas Safe registration certificate for any new boiler or gas appliance installed, confirming compliance with Gas Safety Regulations.

Electrical installation condition report (EICR) or installation certificate -- for new electrical installations, an electrical installation certificate signed by the responsible electrician and confirming Part P compliance.

FENSA or CERTASS certificate -- for replacement windows or doors, confirming Building Regulation compliance under a registered competent person scheme.

Manufacturer Warranties for Installed Products

Manufacturer warranties for installed products (windows, roofing materials, plumbing fittings, kitchen appliances, etc.) should be registered at the time of installation. The client should receive:

  • Warranty documentation for all principal installed products
  • Serial numbers and model references for appliances and mechanical plant
  • Instructions for operation and maintenance

Manufacturer warranties are typically 2--10 years depending on the product. Extended warranties for windows (10 years on frames and sealed units), flat roofing membranes (10--20 years), and boilers (5--10 years with annual servicing) are standard market expectations.

Operation and Maintenance (O and M) Manual

For larger projects, a formal Operation and Maintenance (O and M) manual is a standard handover deliverable. For smaller London residential projects, the equivalent is a handover pack that contains:

  • Heating system operating instructions and boiler manual
  • Hot water cylinder and controls information
  • Electrical consumer unit layout (circuit identification)
  • Alarm system codes and instructions
  • Details of specialist systems installed (MVHR, underfloor heating, smart home systems, etc.)
  • Location of stopcocks, isolation valves, and fuse boards
  • Maintenance intervals and guidance for specialist products

A good contractor will prepare this information during the project rather than assembling it hastily at handover.

What to Check Before Releasing Final Payment

Before releasing final payment or the retention at the end of the defects liability period, the client should confirm:

  • All snagging items have been rectified and the snagging list closed out
  • The Building Control completion certificate has been issued
  • All warranties, guarantees, and certificates have been received
  • The O and M or handover pack has been provided
  • All planning conditions have been discharged
  • Any outstanding variations have been agreed and settled

Releasing final payment before these items are in hand removes the contractor's financial incentive to complete them. The retention is specifically intended to protect the client against incomplete handover.

rcbGroup Handover Process
